Operations underway at FCPS’ Modular C

Modular C at S.P. Morton Elementary School became operational in early March, slightly more than a year after Franklin City Public Schools released a Request for Proposal in the initial concept phase of the project.

FCPS Assistant Superintendent of Operations Dr. Clint Walters confirmed that Tuesday, March 4, was the first day students and teachers were in their new learning spaces in Mod C.

“Construction of a new facility often comes with unforeseen delays and other challenges to navigate, but seeing how our students and their teachers were in awe of their new learning spaces made it all worthwhile,” Walters said. “Our children deserve the best we have to offer them, and helping to bring this new building to the city of Franklin was so rewarding.”

He noted that Mod C houses the school division’s third and fourth grade classes, with the fifth and sixth grade classes being housed in Modular A, the unit that opened in fall 2022.

Walters explained what drove the need for the addition of Mod C to FCPS’ collection of buildings.

“The division continually monitors facility use to ensure we are able to provide our students with safe and appealing learning spaces,” he said. “When we discussed the possibility of creating a career and technical academy at J.P. King, we needed to determine the best location for our sixth and seventh grade students. By placing several (career and technical education) CTE programs at J.P. King, space was created at Franklin High School for seventh graders; however, we wanted to keep sixth grade at S.P. Morton Elementary School. Based on the footprint of the school, there was insufficient space to accomplish this. So the division began pursuing affordable means to address this issue.”

Walters estimated that the total cost of the entire Mod C project, including electric and furniture, was $1.15 million, with all but $80,000 of that total coming from ESSER III funding. ESSER refers to the Elementary and Secondary School Emergency Relief Fund, which was provided to school divisions in response to the COVID-19 pandemic.

Walters noted that FCPS released an RFP for Mod C on March 1, 2024, and it became operational on March 4 of this year.
