FRANKLIN – William Frank “Billy” Phillips danced his way through the Pearly Gates on Aug. 12, 2023.

Billy was born on May 15, 1937 in LaFollette, Tennessee. He graduated from Boykins High School, served in the United States Marine Reserves and taught various dance classes. He most recently celebrated 60 years of teaching cotillion to seventh and eighth graders in Chester, Virginia. He owned and managed the men’s clothing store Billy Phillips Ltd. on Main Street in Franklin, where he outfitted men young and old for 55 years. He was a member of High Street United Methodist Church and had once served as director of the Junior Youth Fellowship and chairman of the Board of Directors.

He is survived by his wife of 60 years Toni Young Phillips; two daughters, Joanna Phillips Kunz (Todd) of Huntersville, North Carolina and Maryanna Phillips Koehring (Ralph) of Waynesville, North Carolina and six grandchildren: Miller Kunz, Clayton Kunz, Mattie Kunz and Josephine Koehring, Louisa Koehring and Gideon Koehring. He is also survived by his brother, Charles Phillips (Jane) of Mechanicsville, Virginia; a sister-in-law Carol Phillips and several nieces and nephews. He was predeceased by his mother, Pat Clary and a brother, Eddie Phillips.

A memorial service will be held on Saturday, Aug. 26 at 2 p.m. at High Street United Methodist Church on Camp Parkway. Memorial contributions may be made to High Street United Methodist Church Youth Programs or the Junior Federated Women’s Club of Chester.
