Design work to start on three future Windsor water projects

Three future Windsor water projects each took a step forward March 14 when the Windsor Town Council voted unanimously to arrange for preliminary engineering reports for the Downtown Water Main Project, the Taylor Avenue Water Main Project and the Holland Lane Water Main Project.

The council adopted a resolution to enter into an agreement with Bowman Associates Consulting for the PERs, appropriating $3,212 from the American Rescue Plan Act unappropriated fund balance of the general fund and approving a budget amendment for fiscal  year 2023 for the expenditure.

Leading up to the council’s vote, Town Manager William Saunders noted that the Capital Improvement Plan and fiscal year 2023 budget include funding for preliminary engineering reports for three future town water projects.

He then shared details on the three projects:

  • Downtown Water Main Project — will relocate the 2-inch water main under Windsor Supply and connect the 8-inch line from the rescue squad to B Avenue and install fire hydrants;
  • Taylor Avenue Water Main Project — will upgrade and extend the 4-inch water mains on Taylor Avenue, install fire hydrants and relocate the water main from under the Farm Bureau building; and
  • Holland Lane Water Main Project — will upgrade the 4-inch water main on Holland Lane, install fire hydrants and relocate water meters from the middle of yards.

Saunders stated that the proposed cost for this work is $28,212. A total of $25,000 of ARPA funding is appropriated in the FY23 Water System Capital Improvement Plan and budget for this work.

The $3,212 appropriated by the council with the resolution adoption accounts for the difference.
