Franklin man arrested after fatal shooting

Franklin police arrested a city resident Sunday morning, April 17, after they responded to a reported shooting that resulted in a fatality.
A Franklin Police Department press release stated that on April 17, officers of the department were dispatched to the 500 block of Campbell Avenue for a report of a shooting. Police stated that upon their arrival, contact was made with Alexander Mark Maddox, a 32-year-old Franklin resident, and he advised them that he had been involved in a shooting within the city and wanted to turn himself in.
At approximately 3:33 a.m., officers were advised that a male gunshot victim had been received by Bon Secours – Southampton Medical Center, the release continued. The victim, identified as Kee-Sean Rashad Carr, a 22-year-old resident of Franklin, was transported to Sentara Norfolk General Hospital and died from the injuries sustained.
Police stated that Maddox was arrested and has been charged with unlawfully possessing a controlled substance while simultaneously possessing a firearm, distribution of a controlled substance, second-degree murder, and use of a firearm in the commission of a felony.
Maddox is being held at Western Tidewater Regional Jail without bond, according to the release.
The FPD was assisted by and extended thanks to the Isle of Wight County Sheriff’s Office, Southampton County Sheriff’s Office, Virginia State Police and the Southampton County commonwealth’s attorney.
