Completion date of town center roof project moved

Windsor Town Manager William Saunders provided the Town Council with a capital projects update at its December meeting, including news that the Windsor Town Center roof replacement and moisture repair project’s completion date would be after the previously expected date of Dec. 4.
His memo to the mayor and Town Council found within the Dec. 14 meeting agenda packet stated that a Notice to Proceed was issued to Adelphia Contracting for the project to commence on Oct. 4 and conclude by Dec. 4.
“The roof project should be completed within the week of Dec. 6; this is after the expected date of Dec. 4 for completion, but they have missed this many days (due) to rain events, so they are still technically on track,” Saunders wrote. “Interior remediation will commence on Monday, Dec. 6.”
Sharing an update on the project Dec. 30, Town Clerk Terry Whitehead stated that the contractors need to extend the completion date until Jan. 4 due to rain events, a change order on additional work for rotten wood and staffing issues with the contractor.
With regard to the Shiloh Drive sidewalk repair project, Saunders stated in his memo that the Virginia Department of Transportation has pulled the ditch again to try and get as much moisture away from the area as possible prior to repairs.
“I met with Jamie Oliver, (Isle of Wight County) project manager, to discuss the two potential repair scenarios,” Saunders stated.
Saunders also wrote that he reached out to Windsor Councilman J. Randy Carr for his input on the choices.
“We will likely move forward with armoring the bank with riprap, but if it fails again, future maintenance could be on the town,” Saunders stated.
Riprap is loose stone used to form a foundation for a breakwater or other structure.
Saunders also addressed the Duke Street and Virginia Avenue water main replacement project.
“We are currently assembling the easement acquisition packets to go out to landowners,” he stated.
He added that Bowman Consulting is reviewing the bid packet to ensure that it will meet Drinking Water State Revolving Fund standards for potential use of American Rescue Plan Act funds.
