The Boykins Town Council acted on some key unfinished business items during its September meeting, including enacting an animal ordinance, adopting a collections policy and approving several proposed projects that will be funded with American Rescue Plan Act of 2021 money allocated to the town.

Boykins Town Clerk/Treasurer Victoria Edwards shared the details from the meeting, noting that three public health projects using ARPA funds were approved. One involves the purchase of E-summons equipment and the training for it. 

E-summons will limit contact between drivers and law enforcement officers, and policefoundation.org notes that it provides an easier, quicker and more efficient way of completing a traffic summons.

The other two public health projects approved by the Town Council include the purchase of portable handwashing stations to be used during community events and the purchase of a washer and dryer for the Public Works Department.

The council addressed security with its allocation of ARPA money, approving the purchase of security cameras and fencing for various town properties.

Addressing infrastructure issues, the Town Council allocated ARPA funds for miscellaneous park repairs and for stormwater mitigation.

Lastly, the council opted to use ARPA money to address mosquito control, approving the purchase of a backpack duster and the chemicals for fogging and for the duster.

The Town Council voted unanimously to enact the Ordinance Against Keeping Certain Animals on Land Zoned Residential. 

“The new ordinance makes it unlawful to keep over four dogs, six months or older, on a residential lot,” Edwards stated.

She added that there is a clause in the ordinance to grandfather in a few people the town knew of that had more than four animals or dogs.

“But they’re not allowed to get any more,” she said. “So say they have five and one dies, they can’t just go buy a new pet.”

She noted that the council also adopted a collections policy.

“The policy outlines the collection procedures for all account receivables as well as the collection process for delinquent accounts,” she said.

Near the end of the meeting, the Town Council went into closed session for personnel matters relating to Public Works applicants and to hear from Boykins Town Sgt. George Brozzo.

Edwards said the town set an interview date for the Public Works applicants after reviewing applications during closed session.
