Capron man arrested on construction fraud

A Capron man was arrested this past weekend for operating as a contractor without a license.

Jason Russell Harrell, 37, of Rivers Mill Road, Capron, was taken into custody on Sunday, according to a report from Maj. Gene Drewery, spokesman for the Southampton County Sheriff’s Office.

Drewery told The Tidewater News, “The original complaint was that he had taken money to perform a job, and did not do so in the agreed time.”

The work, Drewery added, was home repair.

“During our investigation we discovered he didn’t have a license to operate as a contractor in Southampton County.”

The complaint was actually filed last July, but because the alleged offense would have been classified as a misdemeanor, there was a year open to serve a warrant.

The major noted that Harrell had also been charged last August for construction fraud in the county on the same issue, but with a different person on May 26. The Virginia Courts website also shows a similar charge in Isle of Wight County, and the incident was recorded having taken place on June 28. In both cases, the final disposition was nolle prosequi, or the suite was abandoned by the prosecution.

Harrell is out on a $2,500 secured bond.
