Couple arrested for assault

A Franklin man and Suffolk woman are in custody without bond following a domestic assault and an attack on city police officers. This information comes from Capt. Tim Whitt, spokesman for the Franklin Police Department.

At 3:30 p.m. on Wednesday, officers responded to a disturbance at 509 S. High St. Upon arrival, an officer observed a man and woman assaulting each other. Investigation showed that the two were fighting over the mother wanting to pick up their child, but the father did not want her to have him. They also learned that the female had taken the male’s car without his permission and he wished to press charges.

The female suspect refused to stay at the scene and started to walk away with the child in her arms. An officer followed her on foot attempting to get her to comply with his requests. The officer walked two blocks attempting to calm her and gain voluntary compliance, however she refused and threatened to assault the officer.

When assistance arrived, the female was told she was under arrest, at which time she resisted and used the child as a shield in an effort to avoid being taken into custody.

The officers, while attempting to protect the child, were assaulted by the female suspect. The child was removed from the suspect’s possession and handed to a person, at which time the resisting suspect was taken into custody. This woman was later identified as Shan’Quantae Shakira Garvin, 20, of Suffolk. Garvin was charged with unauthorized use of an automobile, domestic assault and battery, child endangerment, resisting arrest, obstruction of justice, and two counts of assault and battery on a law enforcement officer. She was remanded to Western Tidewater Regional Jail without bond.

The male subject, Tijae Malek Chapple, 20, of the aforementioned address. was charged with domestic assault and battery. He also was remanded to Western Tidewater regional Jail without bond.
