PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the State Water Control Board (Board) for the withdrawal of ground water for the City of Franklin, Virginia.

PURPOSE OF HEARING: To obtain input from the public related to this permit for the Board to consider.

PROJECT DESCRIPTION: The City of Franklin has applied for a reissuance of a permit to withdraw groundwater in Franklin, Virginia. The permit would allow the applicant to withdraw an average of 1.6 million gallons per day, which represents a 44% reduction from the previously permitted limits. The groundwater withdrawal will support municipal public supply. The proposed withdrawal will utilize the Potomac aquifer at a depth between 355 feet to 714 feet below the land surface at the withdrawal site. An aquifer is a body of rock or layer of sediment in the ground in which groundwater is stored and transported. DEQ has made a tentative decision to issue the permit.
ISSUES RAISED BY PUBLIC: The public notice of the draft permit was published on April 28, 2017 in the Tidewater News. No comments were received from the public. However, the City of Franklin submitted a request for a public hearing, stating that that the proposed withdrawal limits and permit requirements were not agreeable to the City.
HOW TO COMMENT: The Board accepts comments by hand-delivery, e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and must be received by DEQ during the comment period. The Board also accepts written and oral comments at public hearings. To make a statement at this public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit at the DEQ office named below.
