Blackwater to rise but no further flooding expected

The City of Franklin Fire Department and Emergency Management Services estimate the Blackwater River will rise to a depth of 15.5 feet by the end of the day as a result of this past weekend’s deluge from Hurricane Matthew, but the worst of the flooding downtown should be over.
According to Capt. Richard Grizzard, the intersection of Broad Street and South Street by Parker Battery remains flooded, as is MC’s Car Wash at the foot of the Franklin-Isle of Wight bridge.
“We should not see any further damage to anything as far as flooding,” Grizzard said.
As of this morning, the Blackwater River’s depth was 15.27 feet.
- The water covered covered much of Broad Street off of South Street in downtown Franklin.
- Traffic creeps northward at the Second Avenue Bridge in Franklin where the Blackwater River has crested on the roadway.
