Council to review architect’s proposal

The new municipal building architects and engineering contract was among the topics of discussion for Windsor Council on Tuesday. Town manager Michael Stallings reminded those present that a request for proposal to A&E services to design and build had been sent out. He also got Alpha Construction to help with the drafting of the RFP in addition to the selection process.

Further, council members Patty Flemming, Tony Ambrose, Mayor Carita Richardson and himself served as a selection committee and interviewed five firms on June 20. The fees ranged from $180,000 to $240,00, with Moseley Architects at the lowest offer.

Brian Camden of Alpha Construction appeared before council to speak about the results. He said that company has done a number of projects, such as the Isle of Wight Courthouse and the county’s rescue squad building in Smithfield.

As he noted in a letter, Moseley’s new proposal increased its fee from $179,980 or $183,642,642, which could include some extra services, such as providing building code required special inspection services (for an extra $3,312); printing plans and documents ($350); fire protection engineering and interior design, both at no extra cost.

Wallace Brittle, the town attorney, said he had reviewed the offers and was getting to the point of voting on it, if he could.

“It’s a valid contract; it’s as good as it’s going to get. But there are some little things I want changed,” he said.

The mayor then suggested a called meeting to give all council members a better opportunity to read the proposal. That will take place on Thursday, July 21, at 5:30 p.m.

• Earlier in the meeting, the public hearing for the Draft 2016 Comprehensive Plan took place, but with no one speaking for or against; council voted to approve.

• The Town was awarded a Byrne JAG Block Grant from the Department of Criminal Justice Services for $2,031 with federal funding of $1,828 and a required match of $203; council accepted the grant and approved the appropriation of the grant funds and match from the Unappropriated Fund Balance of the General Fund over to the Operation Budget for this fiscal year.

• Council also appropriated $17,000 from the Unappropriated Fund Balance for the purpose of getting a fence for a new Public Works building.

• Regarding the Town code update, Stallings recommended adding a clarification to Section 49 (concerning house numbers for the E-911 mapping system)

• The mayor thanked Police chief R.R. Riddle and the department “for all you do so well for our town,” and added that she gets often positive calls about them.

Richardson also urged residents to send in comments about the proposed 460 plan.
