Department of Education asks for corrective action plan from superintendent, school board chair

The Virginia Department of Education sent a letter to Franklin City Public Schools Superintendent Dr. Willie Bell and Franklin City School Board Chair Edna King regarding the internal control issues with the school board found in the City’s audit. The article previously published about the audit explained that all these findings were considered to be a moderate or high-risk level. Bell and King are required to respond to the letter with a Corrective Action Plan for these findings.

“The audit report provides a great deal of detail and context relating to these audit findings, but does not include a management response or corrective plan to address each of these audit findings … Accordingly, we are requesting a corrective action plan addressing these audit findings under authority of the Memorandum of Understanding with FCPS executed by the Virginia Board of Education on April 21, 2014,” the letter says. “Compliance with this provision also includes the preparation of a CAP on financial deficiencies involving expenditures, weakness in internal controls and non-compliance with laws and regulations.”

Bell and King have until Friday, April 29, to forward the CAP to VDOE Director of School Improvement Beverly Rabil. The CAP must include the audit finding; details of the proposed corrective action plan and any specific deliverables planned and/or developed in resolving the findings; anticipated date for completion of the corrective action; and name, position and contact information of the individual responsible for implementing the corrective action.

Attempts to contact Bell and King were not reciprocated. More information on the matter will be reported as it becomes available.
