Public Notice – Environmental Permit

Purpose of notice: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality for a major source of hazardous air pollutants in Suffolk, Virginia.
Public comment period: November 15, 2015 to December 31, 2015
Public hearing: Training Room B (3rd Floor); Health and Human Services Office; 135 Hall Ave. Suite B in Suffolk on December 16, 2015 beginning at 6:30 PM
Permit name: New Hazardous Air Pollutant Permit issued by DEQ, under the authority of the Air Pollution Control Board applicant Name and registration number: Western Industries-North, LLC; Registration No.: 61580 Facility name and address: Western Industries-North, LLC, 4165 Pruden Blvd., Suffolk, VA 23434

Project description: Western Industries-North, LLC has applied for a New Hazardous Air Pollutant Permit to build a fumigation facility. The location of the facility is 4165 Pruden Blvd Building #3. The facility is a major source of hazardous air pollutants. The permit would allow the facility to construct a methyl bromide fumigation facility. The maximum annual emissions of air pollutants from the facility would be: 3.1 tons of methyl bromide per year. The technology that will be used at the facility to control air emissions is an activated carbon bed in conjunction with a sodium thiosulfate scrubber. The estimated effect on air quality will be within the ambient air standards.

HOW TO COMMENT AND/OR REQUEST BOARD CONSIDERATION: DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit.
