The Capron Volunteer Fire Department invites sealed bids for the construction of a new fire station building. The project located at 22637 Main Street in Capron, Virginia is generally described as; the construction of a pre-engineered metal building with approximately 12,519 square feet of finished space as well as related site work. Building will have a fire suppression system.

Sealed bids in duplicate for the project will be received at the office of TAM Consultants located at 4350 New Town Avenue, Suite 203, Williamsburg, Virginia 23188, before and until 2:00 p.m. eastern time on December 22, 2015. Emailed and facsimile bid proposals will not be accepted. Each bid must be accompanied by a Bid Bond payable to the Owner for five percent (5%) of the total amount of the bid.

Bid submittal procedures outlining pertinent information are contained in the Instructions to Bidders (AIA Document A701). The Invitation to Bid for the above project, including Drawings and Project Manuals, may be obtained from the office of TAM Consultants, 4350 New Town Avenue, Suite 203, Williamsburg, Virginia 23188, (757) 564-4434.

A deposit of two hundred dollars ($200.00) for each of the Invitation to Bid Documents will be required as a guarantee of the safe return of the documents in good condition within ten (10) days after the date of the bid opening. Each general contractor shall be issued no more than two (2) sets of Bid Documents. This deposit will be refunded in full to each general contractor who submits a prime contract bid and who returns the documents in good condition. A refund for fifty percent (50%) will be made on sets to non-bidders and subcontractors who return the documents in good condition within ten (10) days after the date of the bid opening. A non-refundable shipping charge of sixty dollars ($60.00) per set of Bid Documents will be due for all sets requiring shipment.

Bid Award shall be to the LOWEST RESPONSIVE AND RESPONSIBLE BIDDER. Owner shall award the Contract for Construction to the lowest responsive and responsible Bidder. Unit Prices shall have no impact on the Bid Award to the lowest responsive and responsible Bidder. The contract is to be awarded on a lump sum basis of the Base Bid and any additive items. Contractor registration in accordance with Title 54, Chapter 7 of the Code of Virginia is required.

Liquidated Damages of Three hundred fifty dollars ($350.00) per day will commence on the two hundred forty first (241st) day from the contracted date of construction and continue until the final certificate of occupancy is issued by the county building official.

A pre-bid conference will be conducted at the Southampton County Administration Building Conference Room located at 26022 Administration Center Drive, Courtland, VA 23837, on December 4, 2015 at 2:00 p.m. eastern time. Attendance is strongly recommended.

The procedure for withdrawal of bids shall be according to provision “(i)” contained in 11-54, Code of Virginia (1950) as amended.

Copies of the Invitation to Bid, the Drawings and the Project Manual will be available for inspection after November 22, 2015 at the office of TAM Consultants, 4350 New Town Avenue, Suite 203, Williamsburg, Virginia, 23188 and the Capron Fire Department, 18090 Railroad Avenue, Capron, Virginia 23829.
