Public Notice –Environmental Permit Modification

PURPOSE OF NOTICE: To announce a public meeting and seek public comment on a Class II permit modification request by International Paper to reduce groundwater monitoring requirements required under the facility’s Resource Conservation and Recovery Act (RCRA), Hazardous Waste Management Permit.

MODIFICATION DESCRIPTION: In accordance with permit conditions, the facility is requesting approval to the following reductions in its groundwater monitoring program: biennial (every other year) sampling of SWMU 1, SWMU 2a, SWMU 4, SWMU 5, and SWMU 8; removal of lead from SWMU 2a and removal of well GW-47. These requests meet the permit-specified criteria for reductions in the frequency, location, and constituents analyzed. In addition, the facility is requesting approval to update its Permit to incorporate low-flow sampling procedures; to reflect previous and currently-requested permit modifications; and to incorporate references to the 2010 institutional controls placed on the property. The modification request was submitted to Virginia Department of Environmental Quality (DEQ) on July 2, 2015.

HOW TO COMMENT: DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ at the close of business on Wednesday, September 2, 2015 at 5:00 pm.
