On the day of the crash, Virginia State Police initiated a traffic stop westbound Route 460 at Route 600 on a 2007 Lexus for speeding, 74 mph in a posted 55 mph zone. During the traffic stop, the trooper confirmed the 23-year-old driver as Joel Donte Futrell, of the 500 block of Camertree Way. Along with the traffic violation, Futrell was also wanted by Hampton Police with warrants on file.

As the trooper approached the Lexus, Futrell fled from the scene, and a pursuit was initiated.

As the chase continued east on Route 460 near the Windsor, Futrell crashed into an Acura SUV, abandon his vehicle, fleeing on foot.

He fled to a nearby wrecker company where he stole a tow truck.

Anaya had no information yet on what became of that vehicle.
