Former Windsor chief arrested on embezzlement charge

WINDSOR—A Windsor man who once led the town’s police force was arrested on Tuesday for felony charges of embezzlement and obtaining money under false pretenses.

Arlis Vic Reynolds, 39, turned himself in to the Virginia State Police yesterday, and he was later released on bond, according to Corinne Geller, VSP spokeswoman. The day before an Isle of Wight County grand jury had presented the charges.

The embezzlement charge comes from allegedly using town property as a barter for a personal rent payment, said Geller. She added that the other charge comes from Reynold’s alleged misuse of state grant money intended to supplement police personnel expenses that were connected with conducting selective traffic enforcement/safety operations.

The VSP’s Bureau of Criminal Investigation’s Chesapeake Field Office had been looking into the matter beginning in October when the IOW Commonwealth Attorney asked the VSP to investigate allegations against Reynolds.

Reynolds began his service to the town in fall 2010, and was abruptly fired the Saturday morning before Christmas. At the time, Windsor Mayor Carita Richardson would only say that it was a personnel matter under investigation, and she couldn’t give any details. First Sergeant R.D. Riddle has been serving as interim police chief.

The Office of the Attorney General Mark Herring is handling the prosecution, with Senior Assistant Attorney General Patrick Dorgan named as special prosecutor on the Commonwealth’s behalf. The investigation continues.
