FRANKLIN–James Robert Phelan, 69, beloved husband, father and grandfather, passed away December 3, 2013, at Sentara Obici Hospital, Suffolk, VA. Mr. Phelan was a native and long-time resident of Boston, MA and was a son of the late Roy and Josephine Shuman Phelan.

He was a graduate of Suffolk University where he received his Juris Doctorate. Mr. Phelan was a retired FBI special agent, a member of the United States Supreme Court Bar and a member of IABTI. He was Catholic.

Survivors include his wife, Marie Driscoll Phelan; his daughter, Christine White, and her husband, Kelly White, of Franklin; his son, William J.C. Phelan of Massachusetts and a grandchild, Patrick Phelan.
