WINDSOR—At Tuesday’s meeting, the Windsor Town Council will consider supporting a resolution asking for a traffic signal at the intersection of Windsor Boulevard (Route 460) and Old Mill Road (Route 607).

The Isle of Wight County Board of Supervisors recently passed its own decision, which asks the Virginia Department of Transportation to install the signal.

“We’re adopting a resolution that supports that,” Windsor Town Manager Mike Stallings said. “There’s no financial contribution required.”

Two months ago, according to the council agenda packet, Green Mountain Coffee Roasters at the Shirley T. Holland Intermodal Park did a study to show why a signal is needed. GMCR’s concern is the safety of its employees and truck traffic at the aforementioned intersection during peak hours.

“Specifically, their concern is the lack of a traffic signal at this intersection to control left-hand turn movements form Route 460 onto Old Mill Road, as well as left-hand turn movements from Old Mill Road onto Route 460,” as stated in the agenda background information.

Although the study reportedly can’t yet justify the signal for GMCR’s 156 employees, this could change when the company reaches 400 employees, which is what’s projected within six months. The company also looks to have 800 employees within two years.

County staff asked the supervisors to consider the resolution request based on GMCR’s prediction.

Other issues for Tuesday include:

* Stallings’ recommendation that council adopt a personnel policy change, which was discussed in June. He had been asked to revise work hours for salaried employees. For example, these workers will need to put in 40 hours a week, and be in the office 8:30 a.m. to 5 p.m. with 30 minutes for lunch, or 8:30 a.m. to 5:30 p.m. with one hour for lunch.

* The town manager asking council appropriate money and amend the 2013-14 operating budget for the Windsor. A review of the budget books found two errors in the expense line items. The Excel program evidently didn’t add the columns correctly. Stallings said there are two options: First, funds on the expense side could be moved to cover a total shortfall of $14,640. But, he doesn’t think there’s enough money in other line items to cover it. Second, revise some revenue projections to provide additional funds, which is what Stallings recommends.

The meeting is set for 7 p.m. Tuesday, July 9, in council chambers, 8 E. Windsor Blvd.
