FRANKLIN—Franklin police have arrested a fourth suspect in an alleged 14-month-old murder-for-hire plot against two Franklin woman and their families.

Justin Lee Condra, 27, of Norfolk was charged on Tuesday with abduction, armed robbery and burglary for the Nov. 3, 2010, home invasion at Meadow Ridge apartments on North College Drive.

Investigators said they learned that this was a paid, murder-for-hire involving gangs, narcotics trafficking and interstate firearms smuggling.

Lt. Tim Whitt would not say how the women were connected to Condra and suspects Luis Manuel Nunez, 29; David Olonzo-Marcus Powell, 24; and Desiree Elizabeth Brady, 29, all of Virginia Beach, or why they wanted them dead.

”I’m not at liberty to release that,” Whitt said. “It may impact the upcoming trials.”

The unidentified women arrived home in the early morning hours and were accosted by three armed intruders, police said. The suspects held the women overnight, threatening to kill them. Two suspects left in the morning; during the early afternoon one of the women notified police.

Detectives responded to the apartment and arrested Nunez. He was charged with murder for hire, abduction, robbery, burglary, illegal possession of a gun by a violent felon and using a gun in the commission of a felony

Nunez on Nov. 29 was found guilty in Southampton County Circuit Court and faces sentencing at 9:30 a.m. Tuesday, Jan. 17.

During a search of the apartment, police also found a .380 caliber pistol.

Powell was arrested one day after the arrest of Nunez, and Brady was arrested on Nov. 16, 2010. Subsequent to Brady’s arrest, a search warrant was obtained for her home, where an alleged substantial quantity of drugs were recovered.

The arrest of Condra is the last in the case, Whitt said.

“This has been going on for over a year and taken detectives to several cities in Hampton Roads,” he said. “You gotta give them credit in not letting go until the end.”

Virginia Beach Police, the Federal Bureau of Investigation and the Department of Homeland Security assisted Franklin authorities.
