Veteran state Delegate William Barlow, D-Smithfield, has conceded defeat to Republican challenger Rick Morris in the 64th House District.
With 76 percent of precincts reporting, Morris, a Carrollton resident and Virginia Beach lawyer, had 52 percent of the vote to Barlow’s 48 percent. The district covers parts of seven localities, including Isle of Wight County, Southampton County and Franklin.
