Council nixes panel to study spending cuts, revenue growth

FRANKLIN—The City Council unanimously voted down a proposal to create a committee to investigate ways to cut spending and increase revenue.
Councilman Don Blythe Monday made the motion, stating the committee consisting of a council member, two city employees and four residents could be tasked with the matter.
“We’ve been in a standstill here and haven’t seen any job growth in the city,” Blythe said. “If something doesn’t happen soon, we’re going to be in some deep water.”
Councilman Benny Burgess said he agreed with Blythe in principle but said that talking with constituents and being open to new ideas could foster the same results. He said the committee is an unnecessary step, given that city staff reviews the budget and council members can already discuss it with constituents.
“I don’t think it needs to be sanctioned by council,” Burgess said. “I don’t think we need a motion to do it. We just need to sit and talk with people. I’m open to ideas.”
Mayor Jim Councill also said the committee is unnecessary, citing agencies – including Franklin Southampton Economic Development Inc.’s business incubator, the Franklin-Southampton Area Chamber of Commerce and the Paul D. Camp Regional Workforce Development Center — that are tasked with searching for additional revenue for the city and creating jobs.
“I encourage anyone in the city with ideas to come forward,” Councill said. “I don’t see a need for a committee, but I think we should be open and receptive to ideas.”
Resident Dr. Wendall Johnson spoke in favor of the committee, saying the city should make every effort to support business growth and help create jobs.
“In order to move forward, it takes individuals to do what’s necessary,” Johnson said.
