All Franklin School employees to receive 1.5 percent bonuses

FRANKLIN—The Franklin School Board voted 6-1 Thursday to give all employees a 1.5 percent bonus in June.
The district will use $212,700 in unspent appropriations to cover bonuses.
Board Chairman Bill Scarboro cast the dissenting vote, but he would not comment on why.
About $132,700 will be needed to cover bonuses. The balance of the $212,700 will go toward, in order of priority:
* $20,000 for the enclosure of walkways at Franklin High School
* $10,000 for the triage system and laptops for assistant principals
* $10,000 for an online employment application system
* $10,000 for library materials at the three schools
* $13,000 for two-way radios for school buses
* $5,000 for custodial supplies
* $12,000 to provide the central office and one classroom with whiteboards.
Citing concerns about a possible technology upgrade at FHS for computer-based testing, board member Will Councill said he supported the bonuses but had concerns about spending the rest of the money.
“I agree with part of it,” Councill said. “I have reservations with everything past the 1.5 percent one-time salary incentive. It bothers me to spend all that money and then have a ticket-item come up.”
Superintendent Dr. Michelle Belle told board members she believes the upgrades, in the form of additional computers for testing, may not be needed. She said the division would know more in June.
Shelia Minor, interim finance director, told the board the spending plan might be altered as they continue to monitor funds. Officials will have to hold back about $184,000 of the unspent appropriations to make up for a loss of local funding in the fiscal 2012 budget.
