SPSA imposes nation’s highest tipping fee

CHESAPEAKE-The Southeastern Public Service Authority voted Wednesday to raise tipping fees to $170 per ton, the highest in the nation.

But in a surprise move, the tipping fee increase was not made retroactive to Feb. 1, saving households in most of SPSA’s member localities a little bit of money in the short term.
