Why weren’t streets blocked for Halloween event?

Who dropped the ball on Halloween? The streets were not blocked for the downtown trick-or-treat.
Cars were whizzing up and down the street; it was very dangerous. The Tidewater News reported that the streets would be blocked. What happened? Doesn’t the city care about the safety of our children?

Editor’s note: Planners had hoped to block the streets for trick-or-treating but officers were not available because of a ballgame, according to Jack Norvell, president of the Downtown Franklin Association. Norvell said the DFA had volunteers help with safety checks. “We still think downtown is a safer place to have Halloween,” Norvell said.
