[Rick Francis] has been an attorney for more than 20 years in Southampton County and has a detailed knowledge of how the clerk’s office works, its functions, and responsibilities to the judges and citizens.

He has had numerous cases and legal matters which involved the clerk’s office, all of which have given him the experience to conduct a smooth transition, to continue the excellence of the clerk’s office , and to best serve the public. He knows a number of people who deal with the clerk’s office on a daily basis — the judges, attorneys, law enforcement officers, appraisers, real estate agents, surveyors, and others — he gets along with and works well with them.
